Howard Marlowe is President of Alden Street Consulting, LLC, a Washington, D.C. consulting firm. He has over 40 years of experience working with Congress and the Executive Branch. Mr. Marlowe spent four years working on Capitol Hill as the Legislative Director for a United States Senator and as Counsel to a Senate Finance Subcommittee. That was followed by five years as an energy and transportation economist, after which he served another four years as Deputy Director of Legislation for a major trade association. He is a specialist in water resources policy, the civil works program of the Corps of Engineers, and in coalition-building.
Since 2007, Mr. Marlowe has been a faculty member for the U.S. Army Corps of Engineers Planning Associates Program, in which he uses his expertise in working with both the Corps and Congress. He has also served as President of the American League of Lobbyists in 1988-1989 and again in 2011-2012. As such, he has appeared on CNN, Bloomberg TV, and other broadcast outlets and has been interviewed or quoted in well over two dozen print and online publications.
Mr. Marlowe received his B.S. in Economics from the Wharton School of Finance and Commerce of the University of Pennsylvania, and his J.D. from New York University Law School. He has also served as a member of the Adjunct Faculty of The American University in Washington, D.C.
